If you are on test E you wont feel anything from it until week 5-6 so why not use dbol during first weeks.

However situation changes when you are on propionate.

i think hes point was that test e you dont feel anything till week 5-6
so if do dbol week 1-6 only get effects from dbol then and week 6pluss you will only get effects from the test e
where if wait yes you dont get anything week 1-5
but after that will get effects from both and complement each other so get better results from the dbol
